It’s a common topic today in M2M forums, and especially in telematics discussions about the idea to use a “dormant SIM” to alleviate unnecessary signaling in GSM networks. Definitely this seems like a smart idea especially when every car in Europe should be equipped with an Emergency Call (eCall) system within the next 5 years. I think it’s important though to understand the implications of a dormant SIM not only for Mobile Network Operators, but also for OEMS and consumers.

Creating a premium service for M2M or Telematics solutions is a team effort between Telenor Connexion and our customers. Based on a set of guidelines developed within a GSMA working group for M2M terminal and roaming behavior, Telenor requires that all of their customers contractually commit to having embedded connectivity products that are optimized for mobile networks.
